 Post subject: Idle Adjuster ???

The other day my bike (99' Hornet) 250) was having a hard time starting & once started, it has an unsmooth idle. I tried adjusting the Idle Adjuster (shown in pic) and notice some gas came out of it. I lost track of how many turns, clockwise and counter clockwise). Now the bike would crank but will not start. I pulled the plugs & they look really dry. The fuel tap & vacuum are in good working order & gas is in all carburator's bowls. My question is, can the Idle Adjuster somehow block gas from coming into the cylinder? I feel like there is some blockage preventing gas to the cylinders. Please help me out...

It basically Open and Close the throttle AFAIK.
